Let us take,

speed of river = x

speed of boat in still water = y

Speed of boat in upstream = (5.6/12)×60 kmph = 28 kmph

Speed of boat in downstream= (16.8/28)×60 kmph = 36 kmph.

In upstream, speed of river and boat cancels down to give total speed.

⇒x - y = 28

In downstream, speed of river and boat adds up to give total speed.

⇒x + y = 36

Add both equations

(x - y) + (x + y) = 28 + 36

2x = 64

x = 32

y = 36 - x = 36-32

y = 4

Speed of river = 32 kmph

Speed of boat in still water = 4 kmph
